编者按：今年是上海合作组织（简称“上合组织”）成立24周年，中国时隔7年再次担任轮值主席国并将于8月31日至9月1日在天津主办上合组织峰会。值此重要时刻，外交部部长助理刘彬向《外交》季刊投稿，介绍中国新时代周边外交政策及其为上合组织发展做出的积极贡献，表示中国将以习近平外交思想为指引，贯彻落实中央周边工作会议精神，进一步扎根组织、建设组织，推动构建更加紧密的上合组织命运共同体。全文如下：

Editor’s Note: This year marks the 24th anniversary of the founding of the Shanghai Cooperation Organization (SCO). After a seven-year interval, China has once again assumed the rotating presidency of the organization, and will host the SCO Tianjin Summit from August 31 to September 1, 2025. At this important moment, Assistant Minister of Foreign Affairs Liu Bin contributed an article to the Foreign Affairs Journal. In this article, the author elaborates China’s foreign policy toward the neighborhood in the new era and its positive contributions to the SCO development. He says that China will continue to follow the guidance of Xi Jinping Thought on Diplomacy, implement the guiding principles of the Central Conference on Work Related to Neighboring Countries, deepen its commitment to the SCO development, and work to foster a closer SCO community with a shared future. The full text of the article is as follows:
